You are expected to be rewarded for finding an opening and hitting the enemy, but instead the enemy just doesn't care about you hitting him and just starts his own attack. For some reason, they decided to have every single major enemy be a evasion god and not care about taking hits. But even with this compromise, there are more downsides while being compared with 0, for example, some combo tweaks. It's understandable why it feels like being like a half of Yakuza 0, the prequel was it's one stand-alone game and this is a remake of a old PS2 game.
